一、項目背景：
　　大連長(cháng)興島臨港工業(yè)區“規劃展示館”項目，現以公開(kāi)競賽方式征求該項目建筑設計方案，擇優(yōu)選擇設計單位，凡具有相關(guān)設計經(jīng)驗設計單位均可報名參加投標。有關(guān)事宜公布如下：
　　按照國家振興東北老工業(yè)基地的總體戰略，遼寧省提出了開(kāi)發(fā)建設沿�！拔妩c(diǎn)一線(xiàn)”的發(fā)展戰略。隨著(zhù)遼寧省委、省政府，大連市委、市政府提出的開(kāi)發(fā)建設“長(cháng)興島臨港工業(yè)區”發(fā)展戰略的深入實(shí)施，長(cháng)興島臨港工業(yè)區經(jīng)濟得到迅速發(fā)展，與此同時(shí)，市民對精神文明的要求也不斷提高，根據城市總體規劃的要求，將在長(cháng)興島臨港工業(yè)區城八線(xiàn)北側占地約15000平方米的地塊內，建設以規劃展示、建設管理、科普教育為目的的規劃展覽館，為市民提供一個(gè)全新的教育基地，進(jìn)一步提升城市整體文化氛圍。
　　長(cháng)興島“規劃展示館”擬建成一流的、現代化的綜合性展覽館，她將成為長(cháng)興島重要的、標志性的建筑之一。

二、項目概況：
　　選址位于大連長(cháng)興島臨港工業(yè)區綜合區，用地面積約15000平方米，容積率0.5以下。最終建設規模以管委會(huì )批復為準。整個(gè)地塊內現狀無(wú)建筑物。北側可以看海，東臨管委會(huì )大樓。用地周?chē)?a href="http://www.obspoint.com/" target="_blank" title="中國風(fēng)景園林網(wǎng)">綠化狀況良好，為開(kāi)闊的城市綠色開(kāi)放空間。主要功能設置見(jiàn)競賽文件。

三、設計內容：
　　長(cháng)興島“規劃展示館” 總平面規劃和建筑方案設計。

四、資質(zhì)要求：
　　國內設計單位須具有甲級建筑設計資質(zhì)，具有類(lèi)似項目設計的豐富經(jīng)驗，項目負責人為國家一級注冊建筑師。國外設計單位須與國內擁有甲級以上資質(zhì)設計單位組成聯(lián)合體參與競標。

五、報名須知：
　　參與報名的設計單位需提供以下材料：
　　1、加蓋公章的企業(yè)法人營(yíng)業(yè)執照和資質(zhì)證書(shū)的復印件；
　　2、法定代表人身份證的復印件；
　　3、近年來(lái)類(lèi)似工程設計作品介紹；(包括工程規模、獲獎情況、方案圖冊等)；
　　4、項目負責人及主要設計人員情況。（包括職稱(chēng)、資格、經(jīng)驗等）設計單位詳細通訊地址、電話(huà)、聯(lián)絡(luò )人等資料。
　　以上資料1、2、3項報名時(shí)審查原件。所有資料需提供復印件（加蓋單位公章）一套，按順序裝訂提交。（設計圖冊可單獨成冊）

六、資格確定：
　　征集單位將對應征單位的材料進(jìn)行資格審查，對資格審查后最終能夠參加方案設計的應征單位將另行書(shū)面通知參加方案征集活動(dòng)，未入選單位不另行通知。

七、設計報酬：
　　本次活動(dòng)采用一次性評審確認的方式，競賽主辦單位將組織國內城市規劃等方面專(zhuān)家組成評審小組對方案進(jìn)行評審，并投票表決方案的推薦排序，送長(cháng)興島管委會(huì )確定最終中選方。設一等獎1名，獎金30萬(wàn)元人民幣；二等獎1名，獎金12萬(wàn)元人民幣；三等獎1名，獎金6萬(wàn)元人民幣。

八、報名時(shí)間：
　　有意參加報名的投標單位請攜帶上述相關(guān)資料，于北京時(shí)間2009年2月20日至2月27日（每天8：30—16：00，節假日除外）到代理機構大連機械設備成套公司報名。

Announcement on the International Invitational Competition for Architectural Design of Dalian Changxing Island “Planning Exhibition Hall”，China

Project Background
Dalian Changxing Island Harbor Industrial Zone "Planning Exhibition Hall" project is now inviting international architects to submit their qualification for invitational competition on architecture design, every design team has relevant design experiences can register. 

In order to revitalize the old northeast industrial zone, Liaoning Province proposed the development strategies of coastal “Five Points of A Line”. In accordance with the requirements of the overall urban planning, a "Planning Exhibition Hall" will be built in the north side of Changxing Island Harbor Industrial Zone Chengba Line which covers an area of about 15,000 square meters, to display the planning, construction management, and science education, and to provide a new education base for the city.
Changxing Island "Planning Exhibition Hall" plans to be built a modern and comprehensive exhibition hall, which will become one of the important landmark buildings in Changxing Island.

Project Overview
The site is located in Dalian Changxing Island Harbor Industrial Zone complex zone, the land area is about 15,000 square meters, and floor area ratio is below 0.5. Eventually the construction scale is subject to approved by the Administrative Commission. The entire area doesn’t have any buildings in the current situation. With open views to the sea on north, Administrative Commission building to the east,there’s plenty greenery on site for open urban green space. The main function set is inside the competition document.

Design Content
Changxing Island "Planning Exhibition Hall" master planning and architectural design.

Qualification Requirements
Domestic design team are required to have the qualification of Class A architecture design, have similar project design experiences, project leader is national Class One Registered Architect. Foreign architect must collaborate with a domestic design team with Chinese Class A qualification in order to register.

Registration Instruction
The applicants need to provide the following materials:
1、Stamp an official seal on the copy of business license of legal entity and qualification certification 
2、The copy of legal representative identity card
3、Projects of the similar type of the project in recent years (Including project size, the case of winning awards, program drawings, etc)
4、CV of the project leader and main design personnel (Including professional title, qualifications, experience, etc), the detailed address、telephone number、contact person of the design units.
The applicants need to provide original documents of the above information “1、2、3”, and a copy of all materials (Stamp an official seal), bind and submit in order. (The design drawings could bind separately)

Qualification Determine
The competition organizers will select qualified archtiects based on the material submitted, and inform in writing to those selected only.

Design Reward
Jury of this competition will be a team of domestic urban planning experts. All projects will submit to Changxing Island Administrative Commission for final decision.
Final result includes:
One first prize, ￥300,000 RMB;
one second prize, ￥120,000 RMB;
one third prize, ￥60,000 RMB.
